UPI Has Not Replaced Cash Completely<\/strong><\/p>\n\n\n\nThe data challenges the assumption that the rapid expansion of digital payments would automatically result in a corresponding decline in cash usage.<\/p>\n\n\n\n
UPI has transformed everyday transactions, particularly small retail payments, bill payments and person-to-person transfers.<\/p>\n\n\n\n
However, cash remains deeply embedded in India’s economy, particularly in informal businesses, rural markets and transactions where digital infrastructure or acceptance remains limited.<\/p>\n\n\n\n
Rising economic activity can also increase demand for both digital money and physical currency at the same time.<\/p>\n\n\n\n
Government Considers MDR On UPI<\/strong><\/p>\n\n\n\nThe developments come as the government considers allowing an MDR on selected UPI transactions<\/strong>.<\/p>\n\n\n\nUPI transactions have traditionally carried zero MDR, helping make digital payments extremely attractive to merchants and consumers.<\/p>\n\n\n\n
The proposed changes could allow charges to be introduced for certain transactions, particularly higher-value payments and larger merchants.<\/p>\n\n\n\n
The government is considering the issue partly because maintaining India’s enormous digital payments infrastructure comes with substantial costs.<\/p>\n\n\n\n
Why MDR Is Being Discussed<\/strong><\/p>\n\n\n\nBanks and payment companies have long argued that the zero-MDR model makes it difficult to generate sustainable revenue from UPI.<\/p>\n\n\n\n
The UPI ecosystem has grown to an enormous scale, requiring significant investment in technology, cybersecurity, processing infrastructure and customer support.<\/p>\n\n\n\n
A calibrated MDR could provide payment companies with a direct source of revenue while reducing dependence on government incentives.<\/p>\n\n\n\n
However, policymakers also have to ensure that introducing charges does not discourage merchants or consumers from using digital payments.<\/p>\n\n\n\n
Most Small UPI Payments Could Remain Free<\/strong><\/p>\n\n\n\nThe discussion around MDR does not necessarily mean that consumers will suddenly have to pay for every UPI transaction.<\/p>\n\n\n\n
One proposal under consideration is to limit charges to higher-value transactions and larger merchants<\/strong>, potentially keeping the vast majority of everyday UPI payments outside the MDR regime.<\/p>\n\n\n\nPerson-to-person transfers are also expected to remain free.<\/p>\n\n\n\n
The final structure, however, will depend on the government’s notification and implementation rules.<\/p>\n\n\n\n
Cash And Digital Payments Could Coexist<\/strong><\/p>\n\n\n\nThe latest data suggests that India’s payment future may not be a simple story of cash being replaced by digital payments.<\/p>\n\n\n\n
Instead, the country appears to be developing a hybrid economy in which UPI and other digital systems continue to expand while cash remains an important part of everyday economic activity.<\/p>\n\n\n\n
The rise in cash usage could reflect higher economic activity, inflation, precautionary cash holdings and continued dependence on physical currency across large parts of the economy.<\/p>\n\n\n\n
A New Question For India’s Digital Payments Revolution<\/strong><\/p>\n\n\n\nUPI has already transformed how Indians pay, but its next challenge is sustainability.<\/p>\n\n\n\n
The government now has to balance three objectives: keeping digital payments affordable, ensuring payment companies can financially sustain the infrastructure and preserving the momentum of India’s digital-payment revolution.<\/p>\n\n\n\n
At the same time, the resurgence in cash usage shows that India’s journey towards a less-cash economy is far from complete.<\/p>\n\n\n\n

UPI continues to grow rapidly in India, but the pace of growth has slowed significantly while cash with the public is rising faster. Cash holdings reached around \u20b941.8 lakh crore by July 31, 2026, with annual growth accelerating to about 13% so far this financial year.
