Centre Wants Complete Control Of Konkan Railway<\/strong><\/p>\n\n\n\n

The Centre is pushing to take full ownership of Konkan Railway Corporation Limited (KRCL) so that it can accelerate major investments in railway safety, infrastructure renewal and capacity expansion.<\/p>\n\n\n\n

\"Govt<\/figure>\n\n\n\n

Railway Minister Ashwini Vaishnaw told the Lok Sabha that the government wants the participating state governments<\/a> to transfer their equity holdings to the Ministry of Railways. The proposed merger with Indian Railways can happen only after KRCL becomes a 100% centrally owned entity.<\/p>\n\n\n\n

Four States Still Hold Stakes<\/strong><\/p>\n\n\n\n

Konkan Railway currently has five shareholders. The Ministry of Railways holds the largest stake of 66.79%<\/strong>, while Maharashtra owns 14.91%<\/strong>, Karnataka 10.17%<\/strong>, and Goa and Kerala each hold 4.07%<\/strong>.<\/p>\n\n\n\n

However, getting all states to surrender their shares has proved difficult.<\/p>\n\n\n\n

According to Vaishnaw, Goa is the only state that has agreed to transfer its shareholding<\/strong> to the Centre.<\/p>\n\n\n\n

Maharashtra has asked for reimbursement of its share capital contribution, while Karnataka has sought different options for exiting its investment.<\/p>\n\n\n\n

Why Does The Centre Want Full Ownership?<\/strong><\/p>\n\n\n\n

The main reason is the need for large-scale investment in the Konkan Railway network.<\/p>\n\n\n\n

The infrastructure is now around 30 years old<\/strong> and requires substantial spending on renewal and replacement of assets. This includes rehabilitation of tunnels and other works required to maintain safety on the challenging coastal route.<\/p>\n\n\n\n

The Centre believes full ownership would make it easier to fund these projects and integrate KRCL more closely with Indian Railways.<\/p>\n\n\n\n

739-Km Konkan Railway Needs Major Upgrades<\/strong><\/p>\n\n\n\n

Konkan Railway Corporation was established in 1990 to build and operate the 739-km railway line between Roha in Maharashtra and Thokur in Karnataka<\/strong>, connecting the western coast and providing a crucial rail link between Mumbai and Mangaluru.<\/p>\n\n\n\n

The route passes through difficult terrain, including numerous tunnels, bridges and areas vulnerable to heavy monsoon conditions.<\/p>\n\n\n\n

With the infrastructure ageing, the government now wants to accelerate asset replacement and safety-related investments.<\/p>\n\n\n\n

Track Doubling Is Also On The Agenda<\/strong><\/p>\n\n\n\n

Capacity expansion is another major reason behind the proposed restructuring.<\/p>\n\n\n\n

Around 55 km of track between Roha-Veer and Madgaon-Majorda has already been doubled<\/strong>.<\/p>\n\n\n\n

The government has also sanctioned a feasibility survey for doubling identified sections covering around 263 km<\/strong>.<\/p>\n\n\n\n

Increasing the number of double-track sections could allow more trains to operate on the route and reduce capacity constraints on one of India’s most important coastal railway corridors.<\/p>\n\n\n\n

Third Financial Restructuring Planned<\/strong><\/p>\n\n\n\n

The government is also undertaking the third financial restructuring of Konkan Railway Corporation<\/strong>.<\/p>\n\n\n\n

The restructuring will cover capital restructuring as well as expenditure related to safety improvements, capacity augmentation, replacement of ageing assets and passenger amenities.<\/p>\n\n\n\n

Full central ownership is expected to make it easier to channel the required capital into these projects without relying on the participating states to contribute additional funds according to their existing shareholding.<\/p>\n\n\n\n

A Major Shift For Konkan Railway<\/strong><\/p>\n\n\n\n

The move would mark a significant change in the ownership structure of Konkan Railway.<\/p>\n\n\n\n

The corporation was created as a joint initiative involving the Centre and the states along the route. More than three decades later, the Centre is now seeking to bring the entire entity under its ownership to address ageing infrastructure and fund its next phase of expansion.<\/p>\n\n\n\n

However, the proposed transition still depends on the participating states transferring their equity in accordance with the existing shareholding agreement and obtaining the necessary legal, corporate and administrative approvals.<\/p>\n\n\n\n
