UPI transactions will continue to remain completely free for consumers, the Payments Council of India (PCI) has clarified, addressing concerns over the possibility of charges being introduced on digital payments.<\/p>\n\n\n\n

The clarification means Indians can continue making instant UPI payments without paying any transaction fee.<\/a> The PCI has also stressed that consumers will not be charged for using UPI as the debate over Merchant Discount Rate (MDR) continues.<\/p>\n\n\n\n

Small Merchants Also Remain Protected<\/strong><\/p>\n\n\n\n

The PCI has specifically clarified that small merchants will not be charged for accepting digital payments.<\/p>\n\n\n\n

This is significant for India’s large network of neighbourhood businesses and small retailers that increasingly rely on UPI for everyday transactions. The clarification ensures that accepting UPI payments will not create an additional cost burden for small businesses.<\/p>\n\n\n\n

Merchant Charges Are Different From Consumer Fees<\/strong><\/p>\n\n\n\n

The PCI explained that any merchant service charges, if applicable, are commercial arrangements between merchants and payment providers.<\/p>\n\n\n\n

Such arrangements do not mean that consumers will have to pay to use UPI. In other words, even if certain merchant transactions become subject to charges in the future, that would not automatically translate into a fee for the customer making the payment.<\/p>\n\n\n\n

UPI Infrastructure Requires Continuous Investment<\/strong><\/p>\n\n\n\n

The Payments Council of India highlighted the growing need for investment as UPI transaction volumes continue to increase.<\/p>\n\n\n\n

Banks, fintech companies, NPCI and the Reserve Bank of India have been investing in technology, cybersecurity, fraud prevention and innovation<\/strong> to maintain the reliability of the UPI ecosystem.<\/p>\n\n\n\n

The PCI said sustained investment in security, resilience, infrastructure and innovation will remain essential as UPI becomes increasingly important for consumers and businesses.<\/p>\n\n\n\n
