The Maharashtra government has directed all aggregator companies to comply with the new <strong>Motor Vehicle Aggregator Rules<\/strong> by <strong>September 1<\/strong>, warning that companies failing to register or follow the regulations could face suspension and other strict action.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"960\" height=\"540\" src=\"https:\/\/trak.in\/stories\/wp-content\/uploads\/2026\/08\/Cabs.jpeg\" alt=\"\" class=\"wp-image-1312386\" srcset=\"https:\/\/trak.in\/stories\/wp-content\/uploads\/2026\/08\/Cabs.jpeg 960w, https:\/\/trak.in\/stories\/wp-content\/uploads\/2026\/08\/Cabs-300x169.jpeg 300w, https:\/\/trak.in\/stories\/wp-content\/uploads\/2026\/08\/Cabs-768x432.jpeg 768w\" sizes=\"auto, (max-width: 960px) 100vw, 960px\" \/><\/figure>\n\n\n\n<p>The new framework is designed to improve passenger safety, regulate fares and <a href=\"https:\/\/indianexpress.com\/article\/cities\/pune\/with-sept-1-deadline-set-pune-riders-count-on-new-aggregator-rules-to-curb-overcharging-10812248\/#:~:text=State%20Transport%20Minister%20Pratap%20Sarnaik,action%2C%20including%20suspension%20of%20operations.\">make app-based transport services<\/a> more transparent across the state.<\/p>\n\n\n\n<p><strong>Strict Action Against Overcharging<\/strong><\/p>\n\n\n\n<p>One of the biggest changes targets fare manipulation.<\/p>\n\n\n\n<p>The new rules require aggregators to follow <strong>Regional Transport Authority (RTA)<\/strong>-approved base fares. While discounts of up to <strong>25% below the base fare<\/strong> are allowed, surge pricing cannot exceed <strong>1.5 times<\/strong> the approved fare.<\/p>\n\n\n\n<p>Authorities have also warned that repeated violations, including overcharging and fare irregularities, could lead to penalties, suspension or cancellation of an aggregator&#8217;s licence.<\/p>\n\n\n\n<p><strong>Crackdown On Ride Refusals<\/strong><\/p>\n\n\n\n<p>The government is also targeting the widespread problem of drivers refusing rides.<\/p>\n\n\n\n<p>Under the new rules, both drivers and passengers can face penalties for unjustified cancellations. Higher penalties have been prescribed for cancellations involving <strong>airport, railway station and hospital trips<\/strong>, where passengers are often left stranded.<\/p>\n\n\n\n<p>The move is expected to reduce arbitrary ride refusals that have long frustrated commuters in cities like Pune and Mumbai.<\/p>\n\n\n\n<p><strong>Better Protection For Passengers<\/strong><\/p>\n\n\n\n<p>The rules introduce several passenger-friendly measures.<\/p>\n\n\n\n<p>Every aggregator must provide:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>24&#215;7 customer support<\/li>\n\n\n\n<li>A grievance redressal mechanism<\/li>\n\n\n\n<li>Real-time GPS tracking<\/li>\n\n\n\n<li>Live trip sharing<\/li>\n\n\n\n<li>Emergency safety features<\/li>\n\n\n\n<li>Apps available in Marathi, Hindi and English<\/li>\n<\/ul>\n\n\n\n<p>Authorities will also monitor compliance through a centralised digital system.<\/p>\n\n\n\n<p><strong>Benefits For Drivers Too<\/strong><\/p>\n\n\n\n<p>The policy is aimed at improving driver welfare as well.<\/p>\n\n\n\n<p>Aggregators must ensure that drivers receive <strong>at least 80% of the fare<\/strong> collected from passengers. Drivers cannot work for more than <strong>12 consecutive hours<\/strong>, and they are free to work with multiple aggregator platforms.<\/p>\n\n\n\n<p>These provisions are intended to improve earnings while reducing driver fatigue.<\/p>\n\n\n\n<p><strong>September 1 Deadline<\/strong><\/p>\n\n\n\n<p>Transport Minister <strong>Pratap Sarnaik<\/strong> has instructed all aggregator companies to register under the new framework by <strong>September 1<\/strong>.<\/p>\n\n\n\n<p>Companies that fail to comply may face strict enforcement action, including suspension of operations. The government says the objective is to create a transparent, safe and accountable app-based transport ecosystem across Maharashtra.<\/p>\n\n\n\n<p><strong>Summary<\/strong><\/p>\n\n\n\n<p>From September 1, app-based cab services in Maharashtra will operate under stricter rules aimed at curbing overcharging and ride refusals.
