The Delhi government has approved a new healthcare initiative aimed at providing medical protection to 2.7 lakh registered construction workers and their families. Named the Delhi Building and Construction Workers Health Scheme<\/strong>, the programme is expected to benefit nearly 10 lakh people by offering cashless healthcare services, annual health check-ups, and financial coverage for medical treatment. The government estimates that the scheme will cost approximately \u20b9200 crore annually.<\/p>\n\n\n\n

The initiative is designed to improve healthcare access for workers employed in one of the city’s most physically demanding sectors<\/a>, where occupational health risks remain a significant concern.<\/p>\n\n\n\n

Cashless Healthcare Coverage<\/h2>\n\n\n\n

Under the scheme, every registered construction worker will be eligible for cashless medical treatment worth up to \u20b92 lakh at empanelled hospitals. Family members, including spouses, children, and parents, will receive combined health coverage of up to \u20b910 lakh.<\/p>\n\n\n\n

The government said the cashless model is intended to ensure that beneficiaries do not face financial barriers while accessing medical treatment.<\/p>\n\n\n\n

Comprehensive Medical Services<\/h2>\n\n\n\n

Apart from hospitalisation benefits, the scheme includes annual health check-ups for workers and their spouses. Beneficiaries will also have access to free outpatient (OPD) and inpatient (IPD) services, diagnostic tests, laboratory investigations, emergency medical care, and referral services through a network of empanelled healthcare providers.<\/p>\n\n\n\n

To improve accessibility, Mobile Medical Units will visit construction sites and areas with a high concentration of workers, allowing healthcare services to reach beneficiaries closer to their workplaces.<\/p>\n\n\n\n

Focus on Occupational Health<\/h2>\n\n\n\n

Construction workers are routinely exposed to hazardous working conditions, including dust, chemicals, excessive noise, and heavy machinery. These conditions increase the risk of respiratory illnesses, silicosis, skin diseases, and other occupational health problems.<\/p>\n\n\n\n

According to the Delhi government, the new scheme aims to bridge a long-standing gap in healthcare support for this workforce by providing regular preventive health screenings along with access to quality medical treatment.<\/p>\n\n\n\n

Digital Records and Helpline<\/h2>\n\n\n\n

The government also plans to introduce digital health records for all beneficiaries under the scheme. A beneficiary-tracking system will be developed to improve transparency and monitor service delivery.<\/p>\n\n\n\n

Additionally, a 24×7 toll-free helpline will be established to assist workers with enrolment, healthcare access, and grievance redressal.<\/p>\n\n\n\n

Strengthening Social Security<\/h2>\n\n\n\n

The healthcare initiative forms part of the Delhi government’s broader efforts to strengthen social security for workers employed in the construction sector. By reducing out-of-pocket medical expenses and improving access to preventive healthcare, the scheme seeks to enhance the overall well-being of workers and their families.<\/p>\n\n\n\n

Officials expect the programme to provide financial protection against medical emergencies while encouraging timely diagnosis and treatment of occupational illnesses. As implementation progresses, the government is expected to finalise hospital empanelment, beneficiary registration processes, and operational guidelines for the scheme.<\/p>\n\n\n\n
