The new one-time settlement (OTS) scheme will begin from May 16 and remain open for around 100 days.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What Is The Difference Between A-Khata And B-Khata?<\/h2>\n\n\n\n<p>In Bengaluru\u2019s property system:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A-Khata properties are fully legal and compliant with civic regulations<\/li>\n\n\n\n<li>B-Khata properties are semi-legal or non-compliant properties listed separately by municipal authorities<\/li>\n<\/ul>\n\n\n\n<p>B-Khata properties often face:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Difficulty getting bank loans<\/li>\n\n\n\n<li>Problems with resale<\/li>\n\n\n\n<li>Delays in building approvals<\/li>\n\n\n\n<li>Limited legal clarity<\/li>\n<\/ul>\n\n\n\n<p><a href=\"https:\/\/trak.in\/stories\/online-portal-launched-to-convert-b-khata-to-a-khata-properties\/\">Converting to A-Khata significantly<\/a> improves a property\u2019s legal standing and market value.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Why The Earlier Scheme Failed<\/h2>\n\n\n\n<p>The Karnataka government had launched a similar conversion drive in late 2025.<\/p>\n\n\n\n<p>However:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Only around 11,000 applications were received<\/li>\n\n\n\n<li>Just 7,000 properties were converted successfully out of nearly 7 lakh eligible properties<\/li>\n<\/ul>\n\n\n\n<p>Officials admitted the biggest obstacle was the high conversion charge of 5% of the guidance value, which many middle-class property owners found too expensive.<\/p>\n\n\n\n<p>The new 2% rate effectively reduces conversion costs by nearly 60%, making regularisation far more affordable.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Karnataka\u2019s \u2018Bhu Guarantee\u2019 Plan<\/h2>\n\n\n\n<p>The new conversion drive is part of Karnataka\u2019s broader \u201cBhu Guarantee\u201d initiative aimed at:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Digitising property records<\/li>\n\n\n\n<li>Expanding e-Khata coverage<\/li>\n\n\n\n<li>Reducing property disputes<\/li>\n\n\n\n<li>Increasing tax compliance<\/li>\n\n\n\n<li>Bringing unauthorized properties into the formal system<\/li>\n<\/ul>\n\n\n\n<p>According to officials:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Around 23 lakh property records have already been digitised<\/li>\n\n\n\n<li>More than 7,000 manual registers were scanned<\/li>\n\n\n\n<li>GIS mapping and drone surveys are being used to improve
