The Centre has notified final rules for all four labour codes, but unlike earlier draft rules, the government has removed the fixed criteria for calculating minimum wages.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"618\" src=\"https:\/\/trak.in\/stories\/wp-content\/uploads\/2026\/05\/Screenshot-2025-08-28-at-8.42.37-AM-1024x618.png\" alt=\"\" class=\"wp-image-1309364\" srcset=\"https:\/\/trak.in\/stories\/wp-content\/uploads\/2026\/05\/Screenshot-2025-08-28-at-8.42.37-AM-1024x618.png 1024w, https:\/\/trak.in\/stories\/wp-content\/uploads\/2026\/05\/Screenshot-2025-08-28-at-8.42.37-AM-300x181.png 300w, https:\/\/trak.in\/stories\/wp-content\/uploads\/2026\/05\/Screenshot-2025-08-28-at-8.42.37-AM-768x463.png 768w, https:\/\/trak.in\/stories\/wp-content\/uploads\/2026\/05\/Screenshot-2025-08-28-at-8.42.37-AM.png 1426w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p>Earlier, minimum wages were linked to specific living standards including:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>2,700 calories per day per family consumption unit<\/li>\n\n\n\n<li>66 meters of clothing annually<\/li>\n\n\n\n<li>Housing rent at 10% of food and clothing expenses<\/li>\n\n\n\n<li>Additional spending on fuel, electricity, education, recreation, and healthcare<\/li>\n<\/ul>\n\n\n\n<p>Now, the government says wage calculation criteria will be <a href=\"https:\/\/indianexpress.com\/article\/business\/govt-notifies-rules-for-all-labour-codes-minimum-wage-criteria-dropped-10681879\/\">\u201cseparately specified\u201d <\/a>through future orders instead of being permanently written into the rules. Experts believe this could lead to lower minimum wages and wider state-level disparities.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">29 Labour Laws Replaced By 4 Mega Codes<\/h2>\n\n\n\n<p>The labour reforms consolidate 29 existing central labour laws into four broad labour codes:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Code on Wages, 2019<\/li>\n\n\n\n<li>Industrial Relations Code, 2020<\/li>\n\n\n\n<li>Social Security Code, 2020<\/li>\n\n\n\n<li>Occupational Safety, Health and Working Conditions Code, 2020<\/li>\n<\/ul>\n\n\n\n<p>These reforms were first passed years ago, but implementation was delayed due to opposition from labour unions and states.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">48-Hour Workweek, Overtime Rules &amp; Digital Wage Systems<\/h2>\n\n\n\n<p>One of the biggest highlights is the official cap of 48 working hours per week, with an 8-hour standard workday. Any overtime beyond the prescribed limit will require double-rate payment.<\/p>\n\n\n\n<p>The new rules also introduce:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Mandatory digital wage payments<\/li>\n\n\n\n<li>Electronic wage slips and compliance systems<\/li>\n\n\n\n<li>Twice-yearly revision of Variable Dearness Allowance (VDA)<\/li>\n\n\n\n<li>Stronger accountability for contractors delaying salaries<\/li>\n<\/ul>\n\n\n\n<p>Importantly, employers may now be held directly responsible if contractors fail to pay workers on time.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Big Push For Gig Workers &amp; Platform Economy<\/h2>\n\n\n\n<p>For the first time, gig workers and platform workers \u2014 including delivery executives, ride-hailing drivers, and app-based workers \u2014 are expected to receive formal social security coverage.<\/p>\n\n\n\n<p>The framework proposes:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Accident insurance<\/li>\n\n\n\n<li>Health benefits<\/li>\n\n\n\n<li>Old-age protection<\/li>\n\n\n\n<li>Welfare funds financed by aggregators and governments<\/li>\n<\/ul>\n\n\n\n<p>India currently has over 7.7 million gig workers, and this number could cross 23 million by 2030 according to NITI Aayog estimates.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Why The Wage Formula Change Matters<\/h2>\n\n\n\n<p>The biggest controversy remains the removal of the structured minimum wage benchmark.
