The central government is considering a proposal to scrap the requirement for a No Objection Certificate (NOC)<\/strong> when transferring vehicles between states. The recommendation comes from a high-level committee on non-financial regulatory reforms set up by NITI Aayog<\/strong>.<\/p>\n\n\n\n

If implemented, the reform could significantly simplify the process for people who relocate to another state and wish to take their car or bike along instead of selling it locally.<\/p>\n\n\n\n

Current Process Requires NOC from Original State<\/h2>\n\n\n\n

At present, vehicle owners must obtain an NOC from the Regional Transport Office (RTO)<\/strong> where the vehicle is originally registered<\/a> before applying for re-registration in another state.<\/p>\n\n\n\n

The NOC confirms that the vehicle has no pending road taxes, challans, or other dues<\/strong>. Owners must also submit documents such as the registration certificate, tax receipts, and fitness certificate during the transfer process.<\/p>\n\n\n\n

This process often involves multiple visits to RTO offices and can take several weeks to complete.<\/p>\n\n\n\n

Digital Clearance Through VAHAN Database<\/h2>\n\n\n\n

The committee has proposed replacing the NOC requirement with an auto-generated digital clearance system<\/strong>. The idea is to use the centralised VAHAN database<\/strong>, which already stores vehicle registration details, tax records, and traffic violation history.<\/p>\n\n\n\n

Since transport authorities across states can access this database, they can verify all necessary details electronically without requiring a separate NOC document.<\/p>\n\n\n\n

If approved, the system could allow RTOs in the new state to directly check the vehicle\u2019s compliance status and approve the transfer digitally.<\/p>\n\n\n\n

Major Relief for Vehicle Owners<\/h2>\n\n\n\n

The proposed change could bring significant relief to people who frequently move between states for jobs, education, or business.<\/p>\n\n\n\n

Currently, many vehicle owners avoid transferring their vehicles due to the complex paperwork and delays involved in obtaining the NOC<\/strong>.<\/p>\n\n\n\n

A digital system could reduce bureaucracy, eliminate paperwork, and speed up the re-registration process.<\/p>\n\n\n\n

Other Regulatory Changes Being Considered<\/h2>\n\n\n\n

Along with simplifying vehicle transfers, the committee has also recommended replacing age-based vehicle restrictions with fitness-based rules<\/strong>.<\/p>\n\n\n\n

Under this system, vehicles would be allowed to operate as long as they pass safety and fitness inspections, rather than being restricted solely based on their age.<\/p>\n\n\n\n

What Happens Next<\/h2>\n\n\n\n

The proposal is currently being examined by the Ministry of Road Transport and Highways<\/strong>, and a final decision has not yet been announced.<\/p>\n\n\n\n
