lowest-ranked candidate invited in this draw had a CRS score of 738.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Canada Issues 714 PR Invitations in Latest Express Entry PNP Draw, With Cut-Off CRS at 738<\/strong><\/h2>\n\n\n\n<p>The draw took place on November 10, 2025 at 15:23:48 UTC, and the <a href=\"https:\/\/www.financialexpress.com\/business\/investing-abroad-canada-invites-foreign-nationals-to-apply-for-permanent-residency-under-express-entry-draw-4040202\/\">tie-breaking rule date<\/a> was February 22, 2025 at 2:12:01 UTC.<\/p>\n\n\n\n<p>Candidates needed a rank of at least 714 and a minimum CRS score of 738 to receive an invitation.<\/p>\n\n\n\n<p>When multiple candidates share the same lowest score, the cut-off is determined by the date and time they submitted their Express Entry profiles.<\/p>\n\n\n\n<p>The previous PNP draw was held on October 27, issuing 302 invitations with a lowest CRS score of 761.<\/p>\n\n\n\n<p>Canada uses the Comprehensive Ranking System (CRS) to evaluate applicants based on age, education, work experience, and language ability, adjusting score thresholds for each draw.<\/p>\n\n\n\n<p>On March 25, 2025, Canada removed \u201cjob offer points\u201d from the CRS for most candidates already in or entering the Express Entry pool.<\/p>\n\n\n\n<p>This change does not affect candidates in Major Group 00 of the National Occupation Classification, who previously received 200 points, or those in other skilled occupations who received 50 points.<\/p>\n\n\n\n<p>Candidates with job offers in their profiles lost the CRS points they had earned from those offers after March 25, 2025.<\/p>\n\n\n\n<p>Candidates can no longer earn extra CRS points for job offers after that date unless they fall under the exempted NOC groups.<\/p>\n\n\n\n<p>Express Entry manages applications for skilled immigrants under programs such as the Federal Skilled Worker Program, Canadian Experience Class, Federal Skilled Trades Program, and Provincial Nominee Program.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Provincial Nominee Program Offers Pathway to Permanent Residency for Foreign Applicants<\/strong><\/h2>\n\n\n\n<p>Foreigners seeking to live in Canada can pursue permanent residency through the Provincial Nominee Program, which allows them to reside and work in a specific province or territory.<\/p>\n\n\n\n<p>A permanent resident is someone granted PR status through immigration but who is not a Canadian citizen.<\/p>\n\n\n\n<p>To obtain PR through a PNP, applicants must check eligibility, complete the application, submit it to the province or territory, and secure a Provincial Nomination certificate before moving to the next stage.<\/p>\n\n\n\n<p>PNPs are designed for candidates with the skills, education, and work experience needed to contribute to a province or territory\u2019s economy and settle there permanently.<\/p>\n\n\n\n<p>Each province and territory runs its own immigration streams targeting groups such as students, entrepreneurs, skilled workers, and semi-skilled workers.<\/p>\n\n\n\n<p>PNPs select candidates based on factors like having a job offer in the province, working in an in-demand occupation, prior provincial work or study experience, or the financial ability to start a business.<\/p>\n\n\n\n<p>As of November 9, 2025, the CRS score distribution in the pool included 245,706 total candidates across all score ranges.<\/p>\n\n\n\n<p>The distribution included 696 candidates scoring 601\u20131200, 26,414 scoring 501\u2013600, and 70,175 scoring 451\u2013500.<\/p>\n\n\n\n<p>Within the 451\u2013500 range, 12,236 were in 491\u2013500, 12,315 in 481\u2013490, 15,042 in 471\u2013480, 15,830 in 461\u2013470, and 14,752 in 451\u2013460.<\/p>\n\n\n\n<p>There were 68,939 candidates scoring 401\u2013450, including 13,980 in 441\u2013450, 14,320 in 431\u2013440, 12,876 in 421\u2013430, 13,714 in 411\u2013420, and 14,049 in 401\u2013410.<\/p>\n\n\n\n<p>Additional ranges included 52,360 candidates scoring 351\u2013400, 19,104 scoring 301\u2013350,
