In a significant shift aimed at modernization and cost optimization, the Indian Railways is gradually phasing out permanent general ticket counters<\/strong> and reallocating staff to other departments. The focus is now on private agencies<\/strong> and contractual UTS (Unreserved Ticketing System) assistants<\/strong>, marking a new chapter in ticketing operations across the country.<\/p>\n\n\n\n

Mobile UTS Assistants Lead the Transition<\/strong><\/h3>\n\n\n\n

As part of a pilot project<\/strong>, Mobile UTS Assistants have been deployed at selected stations<\/a>, especially in Kerala, to issue unreserved tickets. These assistants are contractually hired<\/strong> and act as the front line of unreserved ticketing, helping reduce reliance on permanent counter staff.<\/p>\n\n\n\n

If successful, this model will be expanded nationwide in phases.<\/p>\n\n\n\n

Private Agencies Already Active<\/strong><\/h3>\n\n\n\n

Indian Railways has been gradually introducing private participation in ticketing since 2019. This includes:<\/p>\n\n\n\n

  • Jan Sadharan Ticket Booking Sevak (JTBS)<\/strong> counters<\/li>\n\n\n\n
  • Automatic Ticket Vending Machines (ATVMs)<\/strong> operated by retired railway employees<\/li>\n\n\n\n
  • Station Ticket Booking Agents (STBAs)<\/strong> who work on commission<\/li>\n<\/ul>\n\n\n\n

    These setups have helped streamline unreserved ticket sales and reduce staffing costs.<\/p>\n\n\n\n

    Counter Closures and Staffing Cuts<\/strong><\/h3>\n\n\n\n

    The Railways began scaling down staffing needs<\/strong> by transforming Passenger Reservation System (PRS) counters into Integrated Unreserved Ticketing System (IUTS)<\/strong> counters. These hybrid counters function as reservation counters during fixed hours and switch to unreserved sales afterward.<\/p>\n\n\n\n

    In some smaller stations, the burden of night-time unreserved ticket sales had shifted to station masters<\/strong>, raising security concerns<\/strong>. Responding to this, Southern Railway has now relieved station masters<\/strong> of ticketing and travel inquiry responsibilities.<\/p>\n\n\n\n

    Focus on Efficiency and Redeployment<\/strong><\/h3>\n\n\n\n

    The underlying goal of this transition is to reassign permanent staff<\/strong> from counter duties to more critical areas of railway operations. At the same time, the Railways is aiming to improve ticketing efficiency<\/strong>, reduce overhead costs, and utilize technology and contractual manpower<\/strong> more effectively.<\/p>\n\n\n\n
