Even the <strong>Kerala High Court<\/strong> had observed that if the <strong>National Highways Authority of India (NHAI)<\/strong> cannot provide <strong>safe and smooth roads<\/strong>, they <strong>should not be collecting toll<\/strong>. He <strong>did not recharge his FASTag<\/strong>, and when asked to move, he politely declined, asserting he would not pay for a service he did not receive.
