Conversely, during non-peak hours, fares may drop <strong>up to 50% below the base fare<\/strong>, providing relief for off-hour commuters.<\/p>\n\n\n\n<p>The <strong>base fare<\/strong> must be calculated for a minimum of <strong>3 km<\/strong>, covering the \u201cdead mileage\u201d \u2014 the distance and fuel cost incurred to pick up the passenger.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Cancellation Penalty for Both Riders and Drivers<\/h3>\n\n\n\n<p>In a move to discourage arbitrary cancellations, the Centre has allowed platforms to levy a <strong>10% penalty on fare (up to \u20b9100)<\/strong> if either the <strong>driver or the passenger cancels a ride without valid reason<\/strong>. This seeks to improve reliability and reduce customer frustration on both ends.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Clear Guidelines on Distance-Based Charges<\/h3>\n\n\n\n<p>Passengers will now only be charged for the distance between <strong>pickup and drop-off points<\/strong>, not for the time or distance a driver takes to reach the passenger \u2014 except when the total trip distance is less than 3 km. This ensures fair billing and protects users from hidden charges.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Passenger Safety and Insurance Mandate<\/h3>\n\n\n\n<p>Another notable inclusion is a <strong>mandatory \u20b95 lakh insurance coverage for passengers<\/strong>, ensuring basic financial protection in case of an accident. This reflects the government\u2019s broader push for improved <strong>safety standards<\/strong> and accountability in the ride-hailing ecosystem.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">State-Level Adoption Within Three Months<\/h3>\n\n\n\n<p>The ministry has directed all states and union territories to <strong>adopt the new MVAG 2025 norms within three months<\/strong>.
