Key Amendment to Central Motor Vehicle Rules<\/h3>\n\n\n\n

The Ministry of Road Transport and Highways has released a draft notification proposing<\/a> changes to the Central Motor Vehicle Rules, 1989. As per the notification issued on June 23, 2025, this rule will come into force within three months from the date of its final publication in the official gazette.<\/p>\n\n\n\n

The draft states:
\u201cAt the time of purchase of the two-wheeler, three months from the commencement of Central Motor Vehicles (Amendment) Rules, 2025, the manufacturer shall supply two protective headgears conforming to Bureau of Indian Standards (BIS) specifications.\u201d<\/em><\/p>\n\n\n\n

However, this rule will not apply to individuals who are exempted under Section 129 of the Motor Vehicles Act.<\/p>\n\n\n\n

Focus on Quality and Compliance<\/h3>\n\n\n\n

The helmets supplied must meet the BIS standards, ensuring riders receive certified safety gear. This initiative addresses long-standing concerns over non-standard helmets and promotes better compliance with helmet-wearing norms.<\/p>\n\n\n\n

ABS to Be Mandatory for L2 Category Vehicles from 2026<\/h3>\n\n\n\n

In another key development, the government has proposed that all new L2 category two-wheelers\u2014those with engine capacity over 50cc or top speed exceeding 50 km\/h\u2014must come equipped with Anti-lock Braking Systems (ABS). This rule will apply from January 1, 2026.<\/p>\n\n\n\n

ABS must comply with Indian Standard IS14664:2010. This measure aims to reduce the risk of skidding and improve braking control, especially during emergencies.<\/p>\n\n\n\n

Public Feedback Invited<\/h3>\n\n\n\n

The proposed rules are currently open for public comments. Citizens and stakeholders have 30 days from the notification date to send their suggestions or objections. Feedback can be emailed to: comments-morth@gov.in<\/a><\/strong><\/p>\n\n\n\n
