The unions have warned of street protests, alleging that the move will pave the way for <strong>private, corporate aggregators<\/strong> to disrupt their businesses and endanger livelihoods.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"597\" src=\"https:\/\/trak.in\/stories\/wp-content\/uploads\/2025\/06\/Screenshot-2025-06-01-at-12.15.29\u202fPM-1024x597.png\" alt=\"Uber, Ola To Be Allowed In Goa; Local Taxi Drivers Aren't Happy\" class=\"wp-image-1295766\" srcset=\"https:\/\/trak.in\/stories\/wp-content\/uploads\/2025\/06\/Screenshot-2025-06-01-at-12.15.29\u202fPM-1024x597.png 1024w, https:\/\/trak.in\/stories\/wp-content\/uploads\/2025\/06\/Screenshot-2025-06-01-at-12.15.29\u202fPM-300x175.png 300w, https:\/\/trak.in\/stories\/wp-content\/uploads\/2025\/06\/Screenshot-2025-06-01-at-12.15.29\u202fPM-768x447.png 768w, https:\/\/trak.in\/stories\/wp-content\/uploads\/2025\/06\/Screenshot-2025-06-01-at-12.15.29\u202fPM.png 1284w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<h3 class=\"wp-block-heading\">What the Guidelines Propose<\/h3>\n\n\n\n<p>The draft policy lays down a framework covering:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Licensing fees and fare regulations<\/strong><\/li>\n\n\n\n<li>Mandatory <strong>PSV badge<\/strong> for drivers<\/li>\n\n\n\n<li><strong>No deductions<\/strong> from driver earnings by aggregators<\/li>\n\n\n\n<li><strong>72-hour settlement<\/strong> for driver payments<\/li>\n\n\n\n<li><strong>Rs 10 lakh health insurance<\/strong>, with yearly 5% increments<\/li>\n\n\n\n<li><strong>Special provisions for women drivers<\/strong>, including family coverage<\/li>\n<\/ul>\n\n\n\n<p>The guidelines also propose <strong>incentives<\/strong> such as:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>100% waiver<\/strong> of renewal fees for fleets with 20% female drivers<\/li>\n\n\n\n<li><strong>Insurance reimbursement of Rs 30,000<\/strong> for women-driven vehicles that complete 500 trips annually<\/li>\n<\/ul>\n\n\n\n<p>Violations of fare or license rules can attract <a href=\"https:\/\/indianexpress.com\/article\/india\/in-goa-app-based-taxis-might-finally-make-an-entry-and-local-cabbies-arent-happy-10035123\/\">penalties<\/a> of up to <strong>Rs 50 lakh<\/strong>.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Locals Fear Loss of Control<\/h3>\n\n\n\n<p>Taxi operators, particularly those associated with powerful unions, argue that allowing private aggregators would lead to an <strong>influx of drivers from neighboring states<\/strong>, effectively sidelining local drivers. They also argue that <strong>Goa&#8217;s small population and unique tourist-driven economy<\/strong> make app-based models unfit for large-scale operation outside tourist zones.<\/p>\n\n\n\n<p>\u201cWe will not allow these aggregators to come in. This is about our <strong>identity and livelihood<\/strong>,\u201d said Yogesh Govekar of the All Goa Tourist Taxi Owners Association.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Tourists Welcome the Move<\/h3>\n\n\n\n<p>Tourists and many locals, however, support the idea, complaining for years about Goa\u2019s traditional taxi operators, who often charge <strong>arbitrary, high fares<\/strong> with no standardization or transparency. Many believe app-based services could bring <strong>competitive pricing, reliability, and digital tracking<\/strong> to the transport ecosystem.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Uber Reacts<\/h3>\n\n\n\n<p>In response, Uber welcomed the move, saying it aligns with growing demand for <strong>reliable and modern mobility solutions<\/strong> in Goa. \u201cWe will submit formal comments and continue to engage with all stakeholders,\u201d an Uber spokesperson said.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">What\u2019s Next?<\/h3>\n\n\n\n<p>The draft was published in the <strong>Official Gazette on May 20<\/strong>, and the <strong>public has until June 20<\/strong> to send in suggestions or objections.
